Stop Campus Hazing Act

As part of Caldwell Community College & Technical Institute’s commitment to fostering a safe and welcoming learning environment for all members of the college community, all forms of hazing, whether intentional or unintentional, are expressly prohibited.

The Stop Campus Hazing Act (SCHA) amends the Clery Act to prioritize the prevention of and transparency about hazing incidents at colleges and universities.

Definitions

Hazing is defined as any intentional, knowing, or reckless act, occurring on or off campus, by one person alone or acting with others, directed against a student, that endangers the mental or physical health or safety of a student for the purpose of pledging, being initiated into, affiliating with, holding office in, or maintaining membership in any organization whose members are, or include, students at an institution of higher education. This includes but is not limited to:

1. Physical brutality or abuse

2. Forced or coerced consumption of any food, liquid, drug, or other substance

3. Forced or coerced physical activity

4. Sleep deprivation

5. Exclusion from social contact

6. Conduct that could result in extreme embarrassment or humiliation

7. Any activity that would unreasonably interfere with academic pursuits

How to Report

Hazing incidents need to be reported when they occur, because there is no such thing as harmless hazing. Anyone who knows of hazing activity should report it to the Office of the Vice President of Student Services. Anyone can file a report , and all reports are investigated. Important details to include in a report are:

  • names of people and/or organization involved,
  • dates,
  • where it happened,
  • a specific description of what happened.

The College’s ability to investigate hazing, enforce policy, and protect students depends on accurate and specific reports. You are encouraged to provide as much specific detail as possible so that the reported behavior can be addressed. Failure to report known hazing incidents may result in disciplinary action.

Hazing is a crime that can be reported to the Hudson Police Department at (828)728-5021 or the Watauga County Sheriff’s Department at (828) 264-3761.

Hazing can be reported anonymously; however, staff may not be able to complete their investigation without being able to speak to the person who made the report

Campus Hazing Transparency Report

Institutions must develop a Campus Hazing Transparency Report summarizing findings concerning any established or recognized student organization found to be in violation of an institution’s standards of conduct relating to hazing as defined by the institution. The College will publish on its public website, and update at least two times each year, this report based on the regulations outlined in the Stop Campus Hazing Act.

Understanding the Report

The Campus Hazing Transparency Report is a federal requirement for all US-based institutions of higher learning. This report provides information about university-recognized student organizations found responsible for violating the Student Code of Conduct related to hazing, as defined by the institution’s hazing policy.

Purpose and Scope

The report summarizes findings on any established or recognized student organization determined to violate the institution’s standards of conduct regarding hazing. Only cases with a finding of responsibility are included; any reports of hazing that did not result in a finding of responsibility are excluded. Additionally, student organizations currently under active investigation will not be listed in the report until the investigation is concluded and a finding of responsibility is made.

It is important to note:

  • Hazing incidents included in this report do not need to have occurred within the boundaries defined by Clery Geography.
  • The Campus Hazing Transparency Report is updated twice a year.

  • Sanctions Imposed 
  • Date the incident was alleged to have occurred
  • Date the investigation was initiated
  • Date the investigation ended with the finding of a hazing violation
  • Date the institution provided notice to the organization of the outcome

CCC&TI’s Campus Hazing Transparency Report includes information about college recognized student organizations that have been found responsible for violating the Student Code of Conduct related to hazing. This report is updated twice annually and includes violations that have occurred both on-or-off campus.

The Jeanne Clery Campus Safety Act (Clery Act) requires that campuses collect and publish statistics for certain crimes occurring on campus or within a specific geographic area (CCC & TI  Clery Geography). This information is published every October in the Annual Security and  Safety Report (ASR). Beginning in October 2026, the CCC&TI will include hazing statistics in the ASR.

Unlike the Campus Hazing Transparency Report, hazing statistics in the ASR include all reported instances of hazing that meet the Clery Act definition of hazing and were reported to have occurred within CCC&TI Clery Geography. The ASR includes all reports of hazing reportedly committed by students, employees, recognized and non-College-recognized student organizations, or by individuals unaffiliated with the institution, regardless of whether violations were found.
